Ghost Pupils Scandal: Namisindwa RDC Faces Backlash Over Corruption Crackdown

RDC Under Fire: Namisindwa Chair Demands Transfer After School Enrollment Exposé.
Namisindwa District LCV Chairperson, Jackson Wakweika, has written to the Ministry of the Presidency requesting the transfer of Assistant Resident District Commissioner (ARDC) Bosco Nabboge, accusing him of using heavy-handed methods in his fight against corruption.
Wakweika’s appeal, made in a letter dated April 2, 2025, follows Nabboge’s recent efforts to expose alleged corruption in the education sector. His troubles reportedly began after he raised concerns over suspiciously inflated school enrollment figures during field visits across the district — a move that has unsettled some local leaders.
In his letter, Wakweika acknowledged the need to fight corruption but argued that Nabboge’s approach has caused tension and disrupted district operations.
In response, Nabboge dismissed the accusations, saying corruption in Namisindwa is deeply entrenched and often protected by powerful individuals. He said his crackdown began after receiving complaints from the community about inflated enrollment figures in government schools — a scheme in which the real beneficiaries remain unknown.
During a visit to Kutsuyi Primary School in Mukooto, Nabboge found the official enrollment listed as 688 pupils. However, his headcount revealed only 115 — exposing 573 “ghost” students. A similar case was uncovered at Situyi Primary School in Bumityero Sub-county, where records showed 491 pupils, but only 143 were physically present. According to Nabboge, such discrepancies are widespread across the district.
He has called on government agencies to intervene and urged local leaders to support — rather than undermine — the fight against corruption.
Namisindwa District Education Officer, Sophie Kuloba, said her office is planning an internal verification exercise to establish the truth behind the claims.
Meanwhile, residents like Rogers Wanambwa have expressed support for Nabboge, rejecting the move to have him transferred. Wanambwa credited the RDC for his visible efforts in fighting corruption, including restoring order in the Parish Development Model (PDM) by ensuring the arrest of errant officers.
