Former CAO Joshua Mabiya Joins Race for Sironko District LCV Chairperson

Sironko: Joshua Mabiya Nabugoomu, a resident of Maniaku Village in Bumalimba Sub-county, Sironko District, has declared his intention to contest for the Sironko LCV chairperson position in the upcoming elections.
Mabiya, a former Chief Administrative Officer (CAO) in Bududa, Kibuku, Otuke, Kotido, and Amuria districts, says he brings a wealth of experience and exposure that can steer Sironko to greater heights.
He expressed his desire to contribute positively to service delivery in Sironko and pledged to ensure efficiency and effectiveness in the implementation of government programs and policies. He emphasized a zero-tolerance approach to corruption and laxity.
Mabiya also promised to foster good governance through the promotion of transparency and accountability in the administration and management of public affairs in Sironko District.
He boasts both national and international experience in local governance and claims a strong passion for public service. According to him, he has never been implicated in any corruption scandals and prides himself on being highly accountable.
Mabiya began his public service career in July 1988 as a secondary school teacher and later became a deputy head teacher at schools such as Sir Tito Winyi SS in Hoima. After 16 years in education, he joined the Ministry of Lands in 2003 as a Senior Assistant Secretary, serving until 2007.
In 2010, he joined the Office of the President and was posted to the Ministry of Justice and Constitutional Affairs as Senior Assistant Secretary/Personal Assistant to then-Minister Prof. Kiddu Makubuya. He was later transferred to the Ministry of East African Community Affairs, serving as Senior Assistant Secretary and PA to the First Deputy Prime Minister, the late Eriya Kategaya.
In 2013, Mabiya was promoted to Deputy CAO under the Ministry of Local Government and posted to Bushenyi District, later serving in Butambala. In 2018, he was appointed full CAO and posted to Otuke, eventually retiring on 24th December 2023 in Bududa District.
He is expected to face competition from the incumbent FDC’s David Giruli Livingstone, NRM flagbearer Nabende Guuga, Maniaku Kyegulo, and former councilor Mundali Samuel.
