RCC impounds motorcycle carrying animals, issues tough directive to traffic officers

The Resident City Commissioner for Mbale City in charge of Northern City Division Yahaya Were has today Wednesday impounded a motorcycle carry sheep and goat on it way to Mbale City Centre.
The RCC was driving to Lwasso to launch the issuing out of money to Parish Development Model PDM Beneficiaries when he landed on two boda boda riders carrying unreasonable number of she and goat on their motorcycles.
When he tried to stop them, they resisted and instead trying to runway, but with his four wheel car he managed to catch up with one with a motorcycle Bajaj Boxer reg. No UGF 313 J.
On interrogation, he discovered that the rider who was transporting the animals from Kumi to Mbale had no document/ permit to allow him transport the animals from Kumi to Mbale.
When further interrogated , the rider revealed that he wasn’t the owner of the animals and that he was just hired to transport animals on behalf of someone he didn’t identify by name.

The RCC called police and instructed them to take over the case and investigate the owner of the animals and why they were being transported without a travel permit.
Later the purported owner of the animals surfaced the scene and he also didn’t present any document permitting him to transport the animals. He claimed that he was taking them for slaughter as he is a charity operator.
The RCC however condemned the slaughter of the animals as they were too young to be used for meat.
He was instructed to comply with police so that the matter would be resolved. The RCC Yahaya Were instructed police to check for authentic documents before allowing those transporting animals to pass the check points.
He also encouraged the general public to vigilant and question the transporters for the documents, he noted that the increasing cases of animal theft are due to negligence of not only the public but also authorities who don’t question the transporters for the movement permits.
He noted that the rampant animal theft has greatly crippled the poverty eradication initiatives like the Parish Development Model (PDM) .
