RDC again cautions teachers against fees’ charge in government aided schools

Butaleja’s RDC, David Kulaba Isabirye, has cautioned the teachers in the government aided primary and secondary schools across Butaleja district, to stop charging the learners fees, against the Presidential directive on education.
Addressing the journalists on Monday morning, Mr. Isabirye, said that he has numerous reports from parents and other stockholders pinning some teachers over what he described as gross charge of fees with impunity.
The RDC, said that the teachers need to agree with the parents over any charges in schools, but need not to inconvenience the learners in the process of demanding for the fulfilment of their agreement.
He, however, directed the parents to feed their children by any means, buy uniforms and books among other scholastic materials needed in schools.
Isabirye, reacted after some district leaders allegedly stormed St. Mary’s secondary school Nampologoma, to pin the school’s head teacher, for having sent the learners home for fees, when the learners embarked on fighting for the row mangoes besides the road, at the expense of destroying people’s crops.
The district leaders, also alleged that their concerns followed the what they described as arrogance of John Wabwire, the headteacher, who has been greatly against fees’ charge in government aided schools.
East fm visited John Wabwire, the headteacher of St. Mary’s secondary school Kapisa. He said that he sent the learners to pick up their Learner Identity Number(LIN), a requirement for registration before achieve the capitation Grant.
Meanwhile, Musa Kasajja Higenyi, the head teacher for Busolwe Secondary school, confessed that he charges some fees in his school, to comfort the non government teachers, and emphasized that the capitation Grant received in Busolwe SS is meager to cause comfort there.
According to Kasajja, Busolwe ss has a total of 1,539 learners with only 10 qualified teachers. It forced him to source some local citizens to help handle the learners.
