RDC and Politicians Clash Over Inflated School Enrollment Figures

NAMISINDWA: Bosco Nabboge, the Assistant Resident District Commissioner (RDC), has clashed with district leaders over inflated school enrollment figures. Nabboge says he has repeatedly raised concerns with the district’s top administrators about exaggerated student numbers in both primary and secondary schools.
He claims this has strained his relationship with other leaders, whom he accuses of benefiting from a coordinated scheme to defraud the government.
Frustrated by the district’s inaction, Nabboge launched independent monitoring visits to verify enrollment figures. On Wednesday morning, he visited Situyi Primary School in Bumityero Sub-county, where he discovered a stark discrepancy. While official records list 491 pupils from P1 to P7, he found only 143 students present.
He is now calling on government anti-corruption agencies to intervene and address the fraud.

However, Namisindwa District LCV Chairperson Jackson Wakweika has criticized Nabboge’s actions, urging him to halt the monitoring visits, which he claims are disrupting government operations. Wakweika argues that inflated enrollment figures have been a long-standing issue across the country and cannot be easily eliminated. He further threatened to write to the Minister for the Presidency, requesting Nabboge’s transfer.
Meanwhile, Namisindwa District Education Officer Sophie Kuloba neither confirmed nor denied the allegations but promised to look into the matter.
Recently, education officials in Rukungiri were remanded by the Anti-Corruption Court over similar cases of inflated school enrollment.
