The Assistant RDC for Butaleja district, Godfrey Nasuga Musulemi, has directed the money lenders who confiscated people’s Identity cards in the business transactions, to return the cards to the owners before things hotten.
Mr. Nasuga, says that he has been informed by several people that some money lenders confiscated their cards, making it hard for them to apply for Parish development model, Emyooga and other government programs.
He cited the example of Bunawale Parish in Budumba sub county, where 16 people cried, for having missed to be part of Parish development model program for this phase; because some lenders based in Kamwokya, a local trading centre in Bunawale Parish, confiscated their cards.
Nasuga, gave them an ultimatum of 14 days to return the Identity cards to the owners. According to the Assistant RDC, a National Identity card does much work beyond Parish development model, and a borrower can have other forms of property for surity than the National Identity card.
He added that he began hearing from the local citizens about the demands for Identity cards by the money lenders of Butaleja district, when he was still working in Gulu district, but had no ability to swing in action then.
Relatedly, Umar Kakejje, one of the leaders of National Unity Platform party(NUP), in Budumba sub county, has been given a priority for the pending Parish development model cash.
The energetic and influential man, who has been a critic to the government of NRM, was endorsed by Assistant RDC Godfrey Nasuga Musulemi, when the local Pdm leaders seemed hesitant to embrace his interest, by virtue of his political ideology.
The Assistant commissioner(Nasuga), advised Mr. Kakejje, to use the Pdm cash for cattle keeping, and asked him to convince others inclined to NUP, to return home for a bright future.
